When the City of Orlando first designed this ordinance, they had planned to institute a financial penalty for buildings that did not meet an Energy Star Score of 75, but BOMA Orlando successfully eliminated the fines and reduced the "punishment" threshold to an Energy Star Score of 50. Thanks for highlighting this point, Amy, I agree that the escalation of expectations, changes in laws, and changes in measurement metrics may cause communities to demonize buildings which have made tremendous progress to operate as sustainable, efficient facilities.
